1 cup all purpose flour
2 tablespoons sugar
1 1/2 teaspoons baking powder
1/8 teaspoon salt (optional)
1 teaspoon fresh grated fresh lemon rind
1/4 cup butter or 1/4 cup margarine
1/2 cup cream or 1/2 cup evaporated milk
