    Make Sweet and Sour Red Chilie Sauce.

    Place Cilantro, Garlic and Pepper in a Mortar; Pound to a Paste. Blend Paste With Water in a Small Bowl.

    in a Meidum Size Bowl, Comgine the Rice Flour and All Purpose Flour, Sugar, Baking Powder and Salt. Stir in Corn.

    Blend in Cilatro Water Mixture.

    Heat Oil in Wok to 375 Degrees or Until a 1 Inch Bread Cube Turns Golden Brown in 50 Seconds.

    Drop Mixture by Tablespoons Into Oil.

    Fry Until Golden Brown on Each Side, Turning as Needed. Drain on Paper Towels.

    Keep Warm Until Ready to Serve.
