Combine Sugar, Cinnamon, White Pepper; Sprinkle Half of Mixture Over Potatoes and Apples. Drizzle With Half of Margarine. Repeat Procedure With Remaining Ingredients. Cover Casserole and Bake at 350f For 1 Hour.
