2 heads garlic, halved

    Brown the Beef in Batches Over a Medium-High Heat For 5 Mins, Then Set Aside. in the Same Pan, Fry the Onions and Peppers For 5 Mins

    Add Remaining Ingredients and 2/3 Cup Water, Season Well.

    Cover With Foil, Bake in the Oven For 1 Hour.
