    Brown and Drain Beef. Add Onion, Garlic, Tomato Sauce, Pepper, and Chili Powder. Simmer. Place 6 Tortillas in Bottom of 9x13" Pan, and Cover With Meat Mixture. Place Remaining Tortillas on Top. Pour Soup Mixed With Milk Over Them. Sprinkle With Cheese. Bake at 350* For 30 Minutes.
