Combine Sugar and Flour in a Large Bowl. |

Boil 1/4 C Cocoa, Water, 1/2 Lb Butter in a Medium Sized Sauce Pan. |

Pour Chocolate Mixture Over Flour and Sugar Mixture and Stir Well. |
